The ranking from 1 to 4 is based on long term expected returns: shares are expected to give better returns than property, which will give better returns than fixed interest securities, which in turn will do better than cash. The ranking also measures risk: cash will fluctuate least, shares will fluctuate most. Risk in this sense means volatility, or the degree to which values go up and down. In the investment markets, the assets of property and shares are called "real assets". Real is a term that means value after inflation is taken into account.
